Customs Training Centres’ Directors from Central Asia are meeting in Kazakhstan

Astana, Kazakhstan (21 November 2011) – A two-day Regional meeting of Customs training centres' directors from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, organised by the EU-UNDP Border Management in Central Asia (BOMCA) programme, started today. At the meeting directors of Customs training centres discussed training practices of customs officers in their countries.

 

During its previous phases, BOMCA assisted border agencies in the renovation of existing physical infrastructure. Current situation and practices at the state borders in Central Asia, however, demonstrate that simple replacement and renovation of infrastructure is not sufficient to cope with current challenges. Border guard and customs administrations need to adopt a more comprehensive and efficient system of teaching and learning of border management practices and establish a sound methodology for human resource development. In this perspective BOMCA is interested in upgrading the professional capacity of border agencies' staff.

BOMCA activities will aim to establish institutional partnerships between Central Asia and the European Union's border management training institutions, in order to enhance the development of regional 'Centres of Excellence', i.e. institutions capable of taking a lead role in cascading down training in thematic areas to national trainers. The meeting organized in Astana will first step forward into the establishment and further work of such a Consortia of Training Centres.

The overall objectives of BOMCA are to help increase security in the Central Asian region, to contribute toward the facilitation of legitimate trade and transit, and to reduce the illicit movement of goods and people.

The EU-UNDP BOMCA assistance programme is funded by the European Union and implemented by UNDP.
