Bishkek, Kyrgyzstan (1 September 2011) – The European Union and UNDP have started the new, eighth phase of the Border Management in Central Asia (BOMCA) Programme. BOMCA's overall history, as an integral part of the European Union's assistance policy in Central Asia, has been coherent with the country-specific, regional and global strategic objectives that together shaped the EU's approach to cooperation with Central Asia.
The overall objectives of BOMCA 8 are to help increase security in the Central Asian region, to contribute toward the facilitation of legitimate trade and transit, and to reduce the illicit movement of goods and people. BOMCA 8 will continue activities in directions supported by the preceding 7 phases, but will also introduce few new elements in order to build up on the previous success and reflect present realities. BOMCA 8 will be focused primarily on the 'human dimension' or upgrading skills and competencies of border agencies staff. It will propose the establishment of consortia of training centres under BOMCA 8 phase, to include key training facilities in Central Asia – many previously supported by the BOMCA Programme – and counterpart institutions in the European Union. BOMCA will facilitate the establishment of institutional partnerships between such consortia and EU Border Management training institutions. BOMCA will further strengthen the Central Asian Regional Information Coordination Centre (CARICC) in Almaty to provide regional training-of-trainers courses/curricula in all aspects of counter-narcotics work, including data analysis, person and vehicle search techniques, drug and precursor identification, forensics, evidence handling etc. Eleven DPUs in all Central Asian countries were established under the previous BOMCA phases and will be further supported under the eighth phase of BOMCA. The main tasks of DPUs are to analyse collected data, to disseminate information on that data and to facilitate collaboration between all agencies involved in border security. BOMCA 8 will introduce a new component of a regional training in integrity standards and anti-corruption measures. The budget of the BOMCA 8 Programme, which will be implemented till 30 June 2014, is 8 million 690 thousand Euro. The BOMCA Programme is funded by the European Union and implemented by UNDP.
